PROCEDURES FOR ISSUANCE OF VISA EXEMPTION CERTIFICATE FOR VIETNAMESE PEOPLE RESIDING OVERSEAS AND RELATIVES AT THE IMMIGRATION DEPARTMENT, MINISTRY OF PUBLIC SECURITY

Order and procedures:

Step 1: To prepare a set of dossier as regulated. 

          Step 2: To submit the application forms at the Headquarters of Vietnam Immigration Department - Ministry of Public Security: 

The immigration officer who receives dossier shall checks the eligibility and declared information of the dossier: 

+ If the visa application form is appropriately completed, the officer shall receive the dossier and give a receipt which notify the date of receiving results. 

+ If the visa application is not valid, the officer shall request the applicant to timely supplement the dossier. 

* Working time: from Monday to Saturday every week (except holiday).

Step 3: To receive the visa exemption Certificate at Reception Booth of Immigration Department – Ministry of Public Security. 

- The recipients shall present the receipt, their identity cards, passports to officer who returns the result for reference and checking. If the result is available, the recipient are requested to pay fees and sign the receipt.

 - Working time: From Monday to Saturday every week (except holiday).

 Application submission: To submit dossiers in person at the Immigration Department – Ministry of Public Security

Contents and number of dossier:

+ A dossier includes:

a) An application form for issuance/reissuance of a visa exemption certificate (NA9).

b) One of papers or documents proving that the applicant is Vietnamese people residing overseas or other papers issued previously which indicate original Vietnamese citizenship or Vietnamese origin of the applicant.

c) A guarantee paper issued by an overseas Vietnamese Association from the country of applicant’s residence or a guarantee from a Vietnamese citizen confirming that the applicant is Vietnamese residing overseas (in case the applicants do not have papers proving that they are Vietnamese people residing overseas).

d) Papers proving that they are spouse or children of Vietnamese people residing overseas or of Vietnamese citizens (marriage certificate, birth certificate, a certificate of relationship with parent or children and other valid documents as regulated by Vietnamese laws).

đ) A foreign passport or those who have not been issued passports need to present a permanent residence permit issued by foreign authorities (attached with copies for competent authorities to save).

e) If the above-mentioned documents are not available, the applicants must present documents granted by foreign authorities indicating original Vietnamese citizenship or Vietnamese origin of the applicant;

+ Number of dossier: 01 (one) set.

Processing time: within 07 working days from the date of receipt of complete dossier.

 - Subjects of application: Vietnamese people residing overseas and foreigners who are spouses, children of  Vietnamese citizens or of Vietnamese people residing overseas.

Competent authorities: Immigration Department. 

- Result of administrative procedures: Visa exemption certificate.

Fees: Fees for issuance of visa exemption certificate: US$10.

- Name of application form: application form for issuance/reissuance of a visa exemption certificate (NA9).

Eligible Requirements:

+ Having a foreign passport or foreign passport substitute (hereinafter referred to as passport) valid for at least 06 months from the date of entry. In case Vietnamese people residing overseas do not have passport, they must submit a permanent residence permit issued by competent foreign authorities with validity for at least 06 months from the date of entry; 

 + Visa exemption certificate is not issued applicant falls into the cases of suspension from entry as prescribed in Vietnamese law.

+ Vietnamese visa exemption certificates are not issued for Vietnamese people residing overseas and their relatives if they fall into the cases of suspension from exit.

 - Legal basis:

           + Law on foreigners’ entry into, exit from, transit through and residence  in Vietnam (Law No. 47/2014 QH13) dated June 16th, 2014;

+ Decision No.77/2007QĐ-BTC of the Ministry of Finance dated August 31, 2017 regulating the rates, collection, payment, management and use of application processing fees for issuance of visa exemption certificates for Vietnamese residing overseas.

+ Circular No. 04/2015 / TT-BCA of the Ministry of Public Security dated January 5th, 2015 regulating the required forms relating to foreigners’ entry into, exit from, transit through and residence  in Vietnam;
